You can force a monospaced by inheriting from a paremnt font, as in:

   [Mono] [almfixed*none]
   [arabic] [force=yes]

\definefontfallback
   [Mono] [sileot*none]
   [hebrew] [force=yes,factor=1] % factor forces a monospace

\setupbodyfont
   [dejavu,10pt]
