So why don’t you simply set the rulecolor to something invisible on the first occurrence? That sounds good, but I don't know how to do it. I'm new to ConTeXt and figuring this stuff out as I go.
Maybe you want to use the "frontmatter" section for your title page setup. The title is not on a separate title page; the body of the document follows after the title.
