A)  Can I do this with this command?
No
...
B)  If yes, how?  Or is the above correct, and I should look elsewhere?
Untested, but in the \setupfootnote the numbercommand needs a #1: 
   \def\FootnoteNumber%
  {\switchtobodyfont[Serif]#1}
