still prints page numbers where I don't want them.

Sorry, you need \setuppagenumbering[location=].

The “state=stop” setting isn’t the prefect solution because it stops
pagenumbering. You can see this when you replace in Adityas example
\currentpage with \pagenumber and \lastpage with \lastpagenumber.
