Not pedantic, just correct. I should have said Linux Mint 21! I'll check the status of mtxrun but I thought all that would be automatic

You don't say which Linux you are using so I would first check to see that
 /home/me/bin/context/tex/texmf-linux-64/bin/mtxrun
is executable.
