no clue ... maybe an error in test.lua
.... Have you seen the content of "Test.lua"? It just prints some text...
When I downgraded Ctx to the previous installed version, it works...
When I make

e:\tmp\whatever.lua (current path)
e:\tmp\whatever\something.lua

And run

\starttext

     \enabletrackers[resolvers.libraries]

     \startluacode
         print("LUAINPUTS",os.getenv("LUAINPUTS"))

         require("whatever") ;
         require("something") ;
     \stopluacode

\stoptext

i get

so it must be something with your path spec
