You want \completepublications[criterium=all], if you wish to list publications even when they're not referenced in the text. Perhaps you were misled by the name -- \completepublications (as opposed to \placepublications) just means you get the title ‘References’ at the top of the page. The ‘criterium’ argument controls which publications are actually included.
Thanks for the information. I really didn't know that. But unfortunately this does not change anything.
