Sorry, that wasn't really a minimal example.

Here a better file, to show what I'm looking for:

\setupTABLE[textwidth=10cm, option=stretch]
\setupTABLE[c][1][width=15mm]
\starttext
Width of first column should be 15mm, but it is not:\par
\bTABLE
\bTR \bTD ? \eTD \bTD bla \eTD \bTD blablablabla \eTD \eTR
\eTABLE\par
\stoptext
