Indeed, it is just plain TeX. In order to inhibit the interline glue in front of the next line only, use \nointerlineskip.

you have a

\setupinterlinespace[2ex]

so \offinterlinespace has no real meaning here. Try it without and

\setupinterlinespace[0.1pt]

And why did it work without \offinterlineskip before?
