Smaller MWE - it's not hyphenation:
\starttext Diffe \stoptext
gives "Dife".
if you're in a hurry you can patch font-ots.lmt, line 922
ligature = ligature.ligature
       else
           ligature = ligature.ligature
       end
and remake the format
