[NTG-context] experimental interface

      Hi,

the xp interface did currently work build because the 'norm-xx' are not loaded.

The following examples fail for me:

1. Itemize with 'fit' option

2. Cross references did not work

\item[one] first item
\item[two] second item
\stopitemize
see \in{item}[one] and \in{item}[two]
\stoptext

3. \index did not work

4. can't suppress to include numbered header in toc
