If you use \startfrontmatter… and kin, you will still need
\setupsectionblock[frontpart][page=no]
\setupsectionblock[bodypart][page=no]
\setupsectionblock[appendix][page=no]
\setupsectionblock[backpart][page=no]
 as well.
