Why do you think that the page is shifted? Or are you asking why does the default layout set the left margin width to be larger than the backspace?
Just found this in "page-lay.mkiv" %D The default dimensions are quite old and will not change. %D The funny fractions were introduced when we went from fixed %D dimensions to relative ones. Since \CONTEXT\ is a dutch %D package, the dimensions are based on the metric system. The %D asymmetrical layout is kind of handy for short %D quick||and||dirty stapled documents.
How about this? By default text in the margin can run off the page. Also the whole layout is symmetric (margin widths, margin distances) but shifted to the left. This looks like a bug to me. Furthermore it doesn't make sense to have a non-centred text block for onesided typesetting.
