Yes, PDF/UA-1 is basically unusable for sensible math tagging. If you really want to produce accessible math (and not only fool some validator) then you should use PDF 2.0 and UA-2 and MathML (either as structure elements or as associated file on the Formula tag). -- Ulrike Fischer http://www.troubleshooting-tex.de/
