[NTG-context] I think I found a bug in \at

      I have the folowing code:
\setuplanguage[nl][
  lefthyphenmin=5,
  righthyphenmin=4,
]
\mainlanguage[nl]
\language[nl]

\enableregime[utf]

\starttext

Alleen een test om te laten zien dat de verwijzing
naar \at{page}[test] niet goed gaat.

\reference[test]{}

\stoptext

I would expect that \at{page}[test] gives:
    pagina 1
but it gives:
    page 1

Is it a bug, or am I doing something wrong?
