I think it should use lmtypewriter10-regular.ttf in the texmf-context\fonts\truetype\hoekwater\lm directory.

I don't really know what happens and have no time to jump into it right now, but that ttf is never used by context, I know that for a fact. Isn't the cause simply a non-installed Latin Modern package? Best wishes, Taco
