I’m still playing/struggling with vertical glue to have pages of a constant height. The following settings give reasonable results:

However, I don’t want the stretching if the next page starts with a section heading.
Is there any way to add a \vfill on a page immediately before a section heading? \doifatpageborder \doifatpagestart or something similar ?
