Thank you Wolfgang for this tip. Could you please explain why the following is not working:

\starttext
\definefloat[inlinetable][inlinetables][table]
\setupfloat[inlinetable][location={none,split}]

You have to use the default key here, i.e.

    \setupfloat[inlinetable][default={none,split}]

because context resets the value of the location key at the begin of each new float.

With default you can set values which are used when nothing is set for location like in your example.
