ConTeXt uses Plain TeX syntax for math, mostly.  Thus, you use Plain TeX's 
\matrix command to create the matrices:

\left[\matrix{
   1&2 \cr
   2&4 \cr
}\right]
...
% {}
\begin{Bmatrix}
1&2\\
3&4
\end{Bmatrix}
\left\lbrace\matrix{
   1&2 \cr
   3&4 \cr
}\right\rbrace
