Hi Hans, Thank you very much for your attention. In my (humble) opinion, I think that a patch like \let\|=\Vert would be enough for the {\delimiter "26B30D{}}. As for \proclaim, it is defined in the TeXBook, but unfortunately I don't have it with me right now so I can't send you the patch immediately. I hope to be able to do it before Wednsday.
