How do I express this with the "th" in a smaller font and elevated? It is a character in the font.
If the 'th' is *not* a character in the font, then 16\high{th} If the 'th' is a single unicode character in the font, just type it or make an alias! Or am I missing something? Or perhaps you want to define your own version of the \high macro in C:\ConTeXt\tex\texmf-context\tex\context\base\typo-scr.mkiv, line 104 but that's beyond my pay grade.
