This is indeed a luatex bug (of sorts), because the message is misleading. This message should have read something like this: "You can't use PDF features in DVI mode."

And this should be: "No really, I meant that. Stop trying already." -- However, the actual problem is that mkiv is mistakenly running luatex in dvi mode instead of pdf mode (i just saw your other message)
