Neither command responds to what I'm trying to do. I will try to be clearer. If
we look at the letter J, it touches the bottom line of the frame. I would
like the space to be bigger between the header and the bottom line.

What do you mean by "title"? If you mean the space between the bottom rule of the header and where the text starts in the page, you can change that using
\setuplayout [ ..., headerdistance=..., .... ]
If you mean the space between the header and the bottom frame of the header, you can play around with
\defineframed [headerframed] [ ..., bottomoffset=..., ..., ]
