Not true on my Windows machine. After every run of LP there is a filename-lilypond-1-1.pdf with exactly the same size as the pstopdf generated.
Ok, you're right - a normal LP run (PDF backend) cannot create snippets, but the EPS-backend run does - *plus* it converts eps to pdf by itself. I didn't know the latter; I guess it was introduced only some versions before. Try to compile the .tmp file with a normal LilyPond call, and you get a page-size PDF. The intermediate .ps file is deleted by LilyPond itself, but you can see it sometimes flash. LilyPond does the conversion to PDF in a second step, AFAIK with its build-in GhostScript.
