Sure, one can use a construct like this ... \starttext \chapter{a} \section{b} \start \definestructureconversionset[footnote][empty] \setupenumerations[footnote][numberconversionset=footnote,numberseparatorset=footnote] test\footnote{only this} text \stop \stoptext ... but a short command like \footnote[-]{...} would be more handy in practice.
