I would say plain and latex are 'TeX macro packages'. ConTeXt is more like a 'typesetting system with TeX and MetaPost at it's core'
* TeX, eTeX, pdf(e)TeX, Aleph, Omega, XeTeX are ... ? TeX engines/extensions, an extended version of TeX ?
