Here is a minimal example that better describes my problem. It seems to depend on the size of the image. 30 mm and 40 mm width works, 35 mm does not. Did you try \setupfloat[figure][spacebefore=,] ? or "none" or "{disable,nowhite,back}"
You can set the space only for *all* floats, e.g.
\setupfloat[spacebefore=...,spaceafter=...]
and not for a single float type only.
