I think this might do what you want:

    \definehead[titleintoc][chapter][number=no]
    \starttext
    \noheaderandfooterlines
    \title{Contents}
    \placelist[chapter,titleintoc]
    \chapter{foo}
    \input knuth.tex
    \titleintoc{bar}
    \input knuth.tex
    \stoptext
