[NTG-context] PDF bookmarks issue with heads

      Hans,

just accidentally, I discovered that adding a head (the content list
itself) before the front matter disorders PDF bookmarks (bodymatter is
before frontmatter).

Here is a sample

    \setupinteraction[state=start]
    \placebookmarks[chapter,section]

    \starttext
    \completecontent
    %~ \title{Contents}
    %~ \chapter{Contents}

    \startfrontmatter
    \dorecurse{3}{\chapter{Chapter in frontmatter}
