It would be nice, if \typesetbuffer wouldn't add anything to the buffer.
Here an example, where the outer \starttext ... \stoptext environment deranges:
Why, context ignores the inner starttext/stoptext pair.
Wrong interpretation of the problem: it's the \setuppapersize[][samesized] that is broken... Nevertheless: are there situations, where the outer starttext/stoptext could cause some trouble? -- Peter
