on win32: %USERPROFILE%
Unfortunaltely it seems that luatex/texlua does not follow this, i.e.,
returns a literal ~.
Is there any chance that you fix that?

The version checked in in texlive should do that already, assuming it is just the library update and no other changes are needed. The standalone luatex does not have the latest kpathsea. I tried it a while back for metapost, it turned out not to compile on macosx 10.5, so I decided to hold off. Best wishes, Taco
