Opinions about the TeXbook vary, but it is definately true that the user-manual and reference-manual are intertwined in a way that makes it less than ideal on both accounts. For luatex, we really want two separate books, much like the lua manuals. Actually, there is little point in starting to write a user manual right now, because so much still changes (0.20 is one-fifth of one). Best wishes, Taco
