Is there a compelling reason for this? I find this behaviour a
little bit odd and potentially confusing. (the same is true for

Is there somebody else out there using Gerben's TeXstuff? (I know there is at least one :-)) I can only guess. Or get a fresh cont-sys.tex (www.pragma-ade.com/system/tex/texmf-local/tex/context/user/cont-sys.tex) and play with that one.

in the future the texexec ini file may go away; concerning the cont-sys one ... it is needed in order to get tex live running without users installing files; keep in mind that it should run from cdrom
So why not name it cont-sys.tex as all (most) the other input files are called? Well the question is more a rethorical one; I know that the users then don't have to rely on kpathsearch reading the user's cont-sys.tex before the supplied cont-sys.tex.
