When creating dvi and ps output with following input:
\usesymbols[eur]
\starttext
\texteuro
\stoptext
no euro-symbol shows up.
dvips does not understand the map file.

The output from the texexec --dvi case looks good at first glance.
I do not have the font installed myself, but you could try adding
the PostScript font names in that map file (this will not harm pdftex):
euromo EuroMono-Regular
