[dev-context] multi-level counters

I was experimenting with multi-level counters when I noticed that \rawsubstructurecounter[..][...] fails because commands.valuestructurecounter is not defined. I think that \dorawsubstructure counter should use 'structurecountervalue' rather than 'valuestructurecounter'.
