Wolfgang confirmed that there is no option to disable the stopper for running items only and proposed to add additional values to the placestopper key, e.g.
\setupitemize [each] [placestopper=yes|no|inline|display] sure, as long as you wikify it ... and use
\startitem xxx \stopitem \startitem yyy \stopitem
