Again, you should definitely implement some level of global setup
possibility!!!
Either you want context in distributions, or we forget about that and
ask people to install context by themselves! It is impossible to setup a
context installation for MkIV in a decent way on a multi-user system. It
is simply *impossible* ATM.
I already suggested several times that there is a *system*wide*
luatex-cache which can be updated/regenerated everytime a distribution
package installs new files, very similar to mktexlsr.
Currently, every Debian package (and same with SuSE, RedHat, ...)
installing files into any TEXMFTREE afterwards calls mktexlsr so that
the files are available for any user.
Now that is *really* broken on context.
Again, if you want to be a system for strictly *single*user* systems,
please let me know and I will remove context from Debian ...
And probably from TeX Live, too. It cannot work like this.
