[dev-context] Should my module have \startmodule...\stopmodule?

This template does not have \startmodule…\stopmodule. This content is much older, so maybe it’s just outdated. I think I can make my question multiple choice. Is \startmodule…\stopmodule A. necessary but missing from the template.
