I checked with the final TeX Live 2016 and the problem doesn't exist in that distribution.
Just replace your test with: \setupbodyfont[lucida-ot] \starttext Hello world. \showbodyfont \stoptext the experimental simplefonts module is already obsolete for a while and its methods are (slightly upgraded) in the core the above code is using the regular loading and is ok for testing
I'm sure there are some folks on this list that understand what is happening here and can pass on worthwhile information to the ConTeXt folks.
