They should, since they are part of LaTeX. The names (p*) of the 35 base fonts should not change. And I'd guess that the metrics of the corresponding tfm files don't change over the time.
I hope you did read my "over the time". I know that fontinst (PSNFSS) and afm2tfm (can) produce different output. I have to dig out old CTAN mirrors to get an idea of the (non) changing PSNFSS metrics. [...]
ok, just propose the change (kind of funny that those typescripts keep changing while in principle that part of tex live should be stable -)
