[dev-context] footnote/align spacing bug in dutch alpha

      Hi Hans,

See attached file(s). In the alpha I've got, the whitespace around the
'lines' fills the entire page (after pagination) without regard for the
footnotes. This happens in the dutch alpha, the english output is 
fine.
