They should, since they are part of LaTeX. The names (p*) of the 35 base fonts should not change. And I'd guess that the metrics of the corresponding tfm files don't change over the time.

or names change, or ... It all has to do with not wanting to ship a few more tfm files i guess. Even worse: the metrics differ. This is just one of the reasons why i always generate my own metrics (texnansi-u* and such)
The reference uplr8t Gerben came across is part of the berry typescript, which IMO should be removed from ConTeXt. It just confuses users.
